As per a report by MediaNama, MeitY told Gamban by email on November 2 that it had reversed its Section 69A blocking order, according to Gamban's advocate, Jay Sayta. Gamban is a UK-based app that blocks gambling sites and apps for people recovering from gambling addiction. Its website and app have been blocked in India since February 7, 2023, which Gamban says was a mistake, and MediaNama says MeitY has not shared the order with its counsel. Gamban petitioned the Delhi High Court (W.P.(C) 9658/2026) in July, and MediaNama reported earlier that Justice Amit Mahajan directed MeitY to decide within four weeks under the Blocking Rules, 2009, including by giving Gamban a hearing. MediaNama says the inter-ministerial committee met on October 14 and heard Gamban, and that on October 28 it recommended unblocking the website and directed app stores to unblock the app.
MeitY's concerns, according to MediaNama, were whether the app collects financial or other sensitive data and whether uninstalling it increases the gambling ads a user sees. Sayta said Gamban answered that the app reads only the address bar to match URLs against its list of gambling domains, collects no other data and shares none, and submitted an ISO privacy certificate. MediaNama says no reasons for the reversal have been reported, that the committee's proceedings are confidential under Rule 16, and that under Rule 8 the committee only recommends and the MeitY Secretary decides. Airtel and Jio appeared to have unblocked the website, and the app was back on Google Play within hours, but it remained unavailable on Apple's App Store when MediaNama published. Sayta called it "a rare case," and MediaNama's 2022 RTI report found that MeitY's Review Committee had revoked no Section 69A order since 2009.
