California's 2026 legislative session concluded on August 31, with approximately 30 AI-related measures receiving final legislative approval. Governor Gavin Newsom has until September 30 to sign or veto bills passed before September 1 that are in his possession during the applicable review period. Among the measures with potentially significant compliance implications are AB 1405, which establishes a registration framework for AI auditors; AB 1883, which regulates specified AI-enabled workplace surveillance involving neural data and recognition or prediction of emotional states; SB 947, which establishes human-oversight and worker protections relating to automated decision systems; SB 951, which creates a 90-day notice requirement for specified technology-related workforce displacements where the statutory threshold is met; and SB 867, which establishes a four-year moratorium on the manufacture and sale of AI-chatbot-capable toys for children under 16. None of these measures should be treated as enacted law until the Governor acts or the applicable constitutional process otherwise takes effect.
